Caption on verso: "Here's a tip for Mr. Carey and Mrs. Moses too. Somebody's operating a private dump just west of your contested and much maligned dumping ground and it's getting larger and larger and lacks the protective layer of sand sprinkled over the other area. Motorists and residents curse its odors and occasional fires and blame the Sanitation Department. It has already extended to a spur of water which flows into Jamaica Bay below Howard Beach. Above is a general view of the situation."
