Biographical NoteSandra A. M Bell is a third generation carnival costume designer and co-founder of JOUVAYFEST Collective preserving and presenting Trinidad & Tobago classic style J’ouvert festivities locally, nationally and internationally. She is a NYFA Fellow, with a BA in Art Administration from NYU and certificates in film & TV production and a BPL Heritage Ambassador.
