Caption: "POTENTIAL WEAPON: Councilman Edward Vogel examines the nozzle on a fire-hose in the corridor of the Kings County Court Building through which dangerous criminals are taken in traveling between detention pens and courtrooms. Agreeing with Mr. Vogel that the nozzle could be quickly unscrewed and used as a bludgeon in a break for freedom are, left to right, County Judge Samuel S.
