That's the then Police Commissioner, Lewis Valentine, standing fourth from the bottom in the extreme right hand row, while the then Seventh Deputy Police Commissioner, Patrick J. Meehan, stands behind him. The First Deputy Police Commissioner at the time, John Seery, leans forward, fourth from the bottom, in the extreme left hand row."
