Caption: "Not a pretty picture -- Charges that Brooklyn was littered with filth prompted fact-finding tour by Brooklyn Eagle columnist Robert M. Grannis and Sanitation Commissioner Andrew Mulrain. . . . Some of the things they found were littered streets, such as Washington [i.e., Fort Greene] Park . . . between Myrtle and Willoughby Aves . . . and overflowing, uncovered refuse cans . . . which are required by law to be covered with lids."
