At Commissioner's left ... is Seth Low, Manhattan broker, and nephew of the late Seth Low, Fusion Mayor of Greater New York in 1903 when the Williamsburg Bridge was opened." There are several other men and a horse in background. 0371 shows Mayor LaGuardie shaking hands with Commissioner Kracke; large cake representation with candles in background.
